Céline Jefferson

President

Ms. Celine Jefferson is the founder of Assisted Building Solutions, LLC (ABS), an emerging SBA Certified Women-Owned Small Business (WOSB/EDWOSB) 8(a), specializing in manufactured building solutions. With over 15 years of experience in the modular and metal building industries, Ms. Jefferson has successfully completed numerous high-profile projects, demonstrating her expertise in delivering technically complex and innovative solutions. Ms. Jefferson has a proven track record of providing turnkey construction services and custom-manufactured solutions, particularly for the Federal Government. Her extensive experience includes managing, designing, building, and installing a wide range of facilities such as office buildings, medical clinics, hotels, schools, and dormitories. She is known for her results-driven approach and exceptional skills in establishing business relationships, securing high-revenue contracts, and ensuring successful project execution. Throughout her career, Ms. Jefferson has managed multiple high-value construction contracts concurrently, and collaborates consistently with several major general contractors, as well as leading engineering and architectural firms. Her background in space planning and design, code compliance, human flow, efficiency, aesthetics, sustainability, and innovation positions her as a strategic leader in the industry.

Chad Shaw

Vice President of Business Development & Operations

Chad Shaw is a construction professional with 20+ years of diverse experience in the Modular construction industry. He is a trusted advisor to industry leaders for projects from early concept levels throughout the design process. Responsible for leading preconstruction processes and teams and developing strategies to achieve project goals for various deliverable types from concept to Design Build. Mr. Shaw has extensive experience in all phases of construction ranging from Direct Labor, Superintendent, Project Management, Estimating, Design Management and overall Operations Management. Mr. Shaw has served as Project Executive in the successful management and delivery of over 7 million square feet and $500,000,000+ of permanent modular facilities for various federal clients. Building types included single and multi-story offices, dormitories, medical and dental clinics, child development centers, SCIFs, and more.

Mr. Shaw’s project experience includes: the first permanent modular building purchased with MILCON funds (Ft. Bliss, TX), the first modular barracks designed to meet progressive collapse requirements (Ft. Carson, CO), the first modular building to be designed for & pass air barrier testing (Ft. Bliss), over 5 million square feet of LEED certifiable modular buildings with USACE.

Dylan Hughes

Director of Pre-construction

Dylan Hughes is an accomplished professional in the commercial construction industry, specializing in modular design, engineering, project, and construction management. With a proven track record of managing substantial projects across various states in the US, Dylan has overseen projects with a combined total value exceeding $500 million. 

Dylan’s career is distinguished by his expertise in streamlining project execution and enhancing operational efficiency. He has a strong background in establishing and leading engineering and design departments, where he improved design processes, reduced costs, and implemented standards that enhanced project performance. His experience also includes coordinating pre-construction activities, reviewing contracts, and ensuring compliance with project specifications. 

In his leadership roles, Dylan has effectively managed operations and design teams, ensuring project progress and alignment with client expectations. Known for his strategic approach, attention to detail, and organizational skills, Dylan consistently demonstrates a commitment to high-quality project delivery and effective problem-solving.
